The 4th National Conference on the Rights of LGBTQIA+ People is a historic milestone in the reconstruction of social participation. Although the three previous conferences have marked the breadth and power of mobilization and construction of the LGBTQIA+ movement in their respective editions, the 4th Conference will be held after a long period marked by significant setbacks for the LGBTQIA+ population.
Some of these setbacks included the extinction of the National Council to Combat Discrimination and Promote the Rights of Lesbians, Gays, Bisexuals, Transvestites and Transsexuals (CNCD/LGBT) and the revocation of Decree No. 9,453, of July 31, 2018, which called for the then 4th National Conference on Public Policies for Human Rights of Lesbians, Gays, Bisexuals, Transvestites and Transsexuals.
In view of the current Federal Government's commitment to social participation, a new Council for the Rights of LGBTQIA+ People was established by Decree No. 11,471, of April 6, 2023. Furthermore, also as an expression of this commitment, the Federal Government called for the 4th National Conference on the Rights of LGBTQIA+ People by Decree No. 11,848, of December 26, 2023, with the theme “Building the National Policy for the Rights of LGBTQIA+ People”.
The 4th National Conference is scheduled to take place between October 21 and 25, 2025, in Brasília/DF. It and the Local, Regional, State, Free and Federal District Conferences that will precede it will be guided by the following objectives: (1) to propose guidelines for the creation and implementation of public policies aimed at combating discrimination against LGBTQIA+ people and promoting the human rights and citizenship of LGBTQIA+ people; and (2) to develop guidelines for the creation of the National Plan for the Promotion of Human Rights and Citizenship of LGBTQIA+ People.
Given the relevance of transversality and the space for building democracy and social participation, the 4th National Conference on the Rights of LGBTQIA+ People will be segmented into thematic axes that aim to broaden and deepen the general theme, namely: (1) Confronting LGBTQIA+ violence; (2) Decent work and income generation for the LGBTQIA+ population; (3) Intersectionality and internationalization; and (4) Institutionalization of the National Policy on the Rights of LGBTQIA+ People.


The 4th National Conference piece was developed and donated to the National Secretary for the Rights of LGBTQIA+ People, by graphic artist and visual designer Mayra Souza, for use at the 4th National Conference for the Rights of LGBTQIA+ People.
